Las competencias municipales “impropias”* en la reforma del régimen local español

This paper deals with the effective implementation of the measures concerning the reform of the Spanish local regime and connected to the legislative novelties on budgetary stability. The work shall focus on the analysis of the nature and regime of the so-called "improper competences" of local authorities. By this formula, I mean those competences that are not explicitly attributed by the law but that are somehow exercised in light of a broad concept of the category of local autonomy. Finally, the article shall conclude by underlying an existing conflict on the legislative competence at local level.
